Question : Bar on Contesting Election from more than one Seats

(a) whether the Government has any proposal for amending law related to contesting election from more than one seat to put bar on people contesting from more than one seat or a hefty fine on those vacating one of the constituencies and forcing a by-poll;
(b) if so, the details and present status thereof; and
(c) the details of amount spent/losses incurred to the exchequer due to by-polls at various levels including MP/MLAs/local body elections since 2014 onwards?

(a) & (b):
The matter related to contesting of election from two constituencies simultaneously as contemplated under the Representation of the People Act, 1951, is sub-judice in the Supreme Court in Writ Petition (C) No. 967 of 2017 in the matter of Ashwini Kumar Upadhyay Vs. Union of India & another.
(c): The Election Commission of India has informed that no such record has been maintained by them.
