STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 306 DUE FOR REPLY ON 10TH DECEMBER, 2019.
(a): In order to enhance the production of rice, wheat, pulses, coarse cereals, nutri-cereals, commercial crops and oilseeds in the country, the National Food Security Mission (NFSM) is being implemented through area expansion and productivity enhancement in a sustainable manner; restoring soil fertility and productivity at the individual farm level; enhancing farm level economy i.e. (farm profits) to restore confidence amongst the farmers; and enhancing post-harvest value addition at farm gate for better price realization to farmers through efficient market linkages. For food grains and oilseeds, assistance is being provided on interventions such as cluster demonstrations on improved package of practices, cropping system, seed distribution & production of high yielding varieties, farm machineries/resource conservation machineries/tools, efficient water application tools, plant protection measures, nutrient management/ soil ameliorants, cropping system based trainings to the farmers.
(b): There are seven components being implemented under NFSM i.e., NFSM-Rice, NFSM-Wheat, NFSM-Pulses, NFSM-Coarse Cereals, NFSM-Nutri-Cereals, NFSM-Commercial Crops and NFSM-Oilseeds. The State/district wise details for food grains are as under.

Apart from foodgrains, NFSM commercial crops are implemented in 15 states for cotton, 9 states for jute & mesta, 13 states for sugarcane and 24 states and 1 Union Territory for Oilseeds.

During 2006-07 (pre-NFSM period), the production of food grains was 217.28 million tonnes. After implementation of the NFSM the average production of foodgrains (2017-18 & 2018-19) reached to a level of 284.99 million tonnes. 14th Finance Commission has set target to achieve 13 million tonnes of additional food grains in 3 years from 2017-18 to 2019-20. Country has achieved 9.84 million tonnes of additional food grains in 2 years (2017-18 to 2018-19) considering 2016-17 as base year.
Apart from food grains, the targets were also set for commercial crops and oilseeds i.e 36 million tonnes for oilseeds, 385 million tonnes for sugarcane, 35.50 million bales

for cotton and 11.20 million bales for jute & mesta for the year 2018-19. Against this, the country has achieved 32.26 million tonnes of oilseeds, 400.16 million tonnes of sugarcane, 28.71 million bales of cotton and 9.77 million bales of jute & mesta.
(e): In order to promote cultivation of pulses and oilseeds in Tamil Nadu, the State is already included under NFSM-Pulses and NFSM-Oilseeds. The NFSM-Pulses is being implemented in 30 districts of Tamil Nadu. Further, the State has been given liberty to identify the districts for implementation of NFSM-Oilseeds.
As regards funds, the Government of India allocates the funds to the state as a whole, and further allocation to potential district is made by the state. The allocation of funds under NFSM-Foodgrains and NFSM-Oilseeds since, 2015-16 is as under:
