Question : Earnings of Delhi Metro

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether Delhi metro is earning profit and if so, the details thereof during the last three years and the current year, year-wise;

(b) the details of funds incurred on maintenance work of Delhi metro rail during the above period, year-wise;

(c) whether efficiency level of Delhi metro rail is decreasing and if so, the details thereof and the reasons therefor, stretch-wise along with the action taken/being taken by the Government in this regard;

(d) the details of cases of technical failure/snag noticed in the Delhi metro rail during the current year so far and the steps taken/being taken to make it snag free; and

(e) the details of steps taken/being taken to increase the ridership on various stretches including Airport Express line of Delhi metro?

(a): No, Madam.

(b): The year-wise details of funds incurred on repair and maintenance work of Delhi Metro Rail Corporation Ltd. (DMRC) during the last three years are as under:

DMRC has informed that accounts statement for the current financial year has not been finalized.

(c): No, Madam.

(d): DMRC has informed that the incidents of failure in which 5 or more than 5 round trips get cancelled are classified as major incident cases. During the current calendar year, upto 31st July, 2015, DMRC has reported six incidents of major technical failures. The details are given in the Annexure.

Regular preventive maintenance of assets is done by DMRC to minimize the occurrence of technical failures.

(e): DMRC has taken following measures to increase the ridership of Delhi Metro including Airport Express Line:

(i) Increase in number of trains during peak hours to provide more passenger capacity;
(ii) Increase in feeder bus services to provide the last mile connectivity;
(iii) Reduction in fares of Airport Metro Line by about 40%;
(iv) Increase in Parking area at Dwarka Sector 21 (Airport Metro Line) to facilitate park and ride facilities;
(v) Introduction of parking facility has been started at Delhi Aerocity metro station;
(vi) Introduction of inter-operable smart cards that can be used in Airport line as well as in Delhi Metro network;
(vii) Integration of Delhi Metro network with Rapid Metro Gurgaon and
(viii) Providing commuter friendly additional facilities like Ticket Vending Machine (TVM), Add Value Machine (AVM), etc.

Jahangirpuri to HUDA City Centre 04.03.2015 At 9:43 hrs Kashmere Gate (Underground) there was a signalling failure (flashing of Point P01N). Normal train service resumed at 11:37 hrs.
As per Fault management controller, right side Vehicle Control Circuit detector found faulty, the same was replaced.

LINE-3/4

Line-3: Noida City Centre to Dwarka Sector-21

Line-4: Yamuna Bank to Vaishali 11.05.2015 At 22:48 hrs due to failure of overhead equipment at Yamuna Bank-Mayur Vihar Phase 1/Vaishali section, traction supply tripped. Train No. 358 was around 150 meter from the Yamuna Bank platform. Passenger detrainment planned and passenger detrained using Dn cab (Yamuna Bank side) Total 350 passengers were detrained from the train no. 358. During the fault rectification in night, it was found that some miscreant had tried to steal automatic tensioning device. Reason of failure-External
3 19.05.2015 At 16:40 hrs Janak Puri West, an electric pole on road of PWD fell down on Down line Over Head Equipment. Normal train services resumed after removing the electric pole. Train movement was restored accordingly. Reason of failure-External

Airport Express Link (AEL)


18.06.2015 At 06:13 hrs overhead equipment tripped and over head equipment was found hanging at New Delhi station. Train movement stopped immediately in affected section & single line movement planned accordingly. The failure was due to electrocution of a bird. Reason of failure-External.

LINE-3/4 15.07.2015 At 21:30 hrs due to failure of Over Head Equipment near Dwarka Sector - 14-Dwarka Up, traction supply tripped. At 21:44 hrs traction power supply restored in the Dwarka subcity except Dwarka Sector-14 Up-Dwarka Sector 12 Up section. Fault attended in night.

LINE-2 27.07.2015 At 19:52 hrs, while approaching Chawri Bazar Up Platform (underground), Train Operator of train No.233#BT 22 reported that there was fire reported by passengers in the rear coach of 8 car train, at the same time OHE got tripped. Passengers were de-boarded from the train. Fault was attended and no fire was observed in the train. Normal services were resumed at 2100 hrs.

During the preliminary investigation it is suspected that OHE got tripped due to short circuiting caused by electrocution of crow. A crow was found on the roof of car-I (burnt condition). Reason of failure-External
