Question : NATURAL CLAMITIES



(a) whether the Union Government propose to introduce a Bill and formulate a code of conduct in order to deal with natural calamities so as to take immediate action in the hour of need;

(b) if so, the details thereof; and

(c) the time by which the above mentioned Bill is likely to be introduced and a code of conduct formulated?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI S. REGUPATHY)

(a): It is proposed to introduce a Disaster Management Bill in the Parliament.

(b)&(c): The proposed Bill will, inter alia, provide for requisite institutional mechanisms for drawing up and monitoring the implementation of the disaster management plans, ensuring measures by various wings of Government for mitigation of the effects of disasters and for ensuring a holistic, coordinated and prompt response to any possible or actual disaster situation. The actions required to be taken by relevant Ministries/Departments of the Central and State Governments are also proposed to be covered in the Bill, which will be introduced in Parliament as early as possible.
