(a) & (b) The Ministry of New and Renewable Energy (MNRE) is implementing various schemes / programmes to promote solar energy system by providing Central Financial Assistance (CFA) in form of grant, subsidy, incentives, viability gap funding, etc. Details of CFA being provided under different schemes / programmes are given in Annexure.
(c) to (f) MNRE is supporting short term training programmes of one week to six months duration for technicians and engineers for their skill development in project development, system design, installation, commissioning, operation, maintenance and repairs of solar power projects. Suryamitra Training Programme was launched in 2015 to create trained manpower for deployment of Solar Power Projects. So far up to 31.3.2019 over 31,000 Suryamitras have been trained in the country of which 2,522 are from the State of Madhya Pradesh.
Similarly, Varunmitra programme of the Ministry is aimed to create trained manpower for the installation, commissioning, operation, maintenance and repairs of solar water pumping systems. Under this programme total 427 participants, including 20 from the State of Madhya Pradesh, got trained during 2018-19 by the National Institute of Solar Energy.
The Suryamitras and Varunmitras are trained for solar power plants and solar pumping systems respectively and their skills may be utilised under any solar project/scheme including New Scheme for Farmers launched by MNRE on 8.3.2019.
There is no provision of subsidy/grant for training of farmers under New Scheme for Farmers. However, subsidy is available under the Scheme for providing stand-alone solar water pumping system and solarisation of grid connected agriculture pumps.
