Question : Bhadradri Power Plant

(a) whether the Telangana State Power Generation Corporation Limited (TSGENCO) has used outdated sub-critical technology for construction of 1080 MW Bhadradri Power Plant at Manuguru leading to inefficient operation of the units, causing pollution and affecting public health;

(b) if so, the details thereof and the reaction of the Government thereto;

(c) whether the Government has expressed its concerns regarding use of outdated technology and if so, the details thereof;

(d) whether four sub-critical boilers used in Bhadradri Power Project were originally designed and made by the BHEL for a Gujarat based private power firm and if so, the details thereof;

(e) whether the Government has received several representations regarding initiating an inquiry in the said project; and

(f) if so, the details thereof and the reaction of the Government thereto?

(a) to (c) : Setting up of Thermal Power Plants is a de-licensed activity under Section 7 of Electricity Act, 2003. Telangana State Power Generation Corporation Limited (TSGENCO) has informed that it has not used outdated subcritical technology for the construction of 1080 MW Bhadradri Thermal Power Plant (BTPP) at Manuguru.

The sub-critical technology is a proven technology and most of the sub-critical units are operating successfully in the country. Ministry of Environment, Forest & Climate Change (MoEF&CC) has accorded Environmental Clearance vide letter dated 15.03.2017 for setting up of 4x270 MW BTPP which is valid for a period of 7 years from the date of issue.

Irrespective of the technology used, all Thermal Power Plants including Bhadradri Thermal Power Station are obligated to comply with the emission standards as notified by MoEF&CC and directions given by Central Pollution Control Board (CPCB) from time to time by installing additional emission control equipments.

(d) : Bharat Heavy Electricals Limited (BHEL) has informed that the boilers for Bhadradri TPP have been designed & engineered by them in accordance with the technical requirements stipulated by TSGENCO, including fuel (coal characteristics) to be used, and for meeting guaranteed parameter requirements as stipulated by the TSGENCO.

(e) & (f) : TSGENCO has informed that one representation was received from Forum of Good Governance, Saifabad, Hyderabad. However, as per the directions from Government of Telangana, TSGENCO has taken up the project in order to meet the power requirements of the newly formed State.
