Question : Socio-Economic and Caste Census

(a) whether the Government has released Socio-Economic and Caste Census-2011 report recently and found that 36% of 884 million people in rural areas are illiterates;

(b) if so, the details thereof, State/UT wise;

(c) whether it is a fact that the performance within States is hugely varied with an alarming 47.6% of ‘Rural Rajasthanis’ remaining illiterates compared to 9.3% in Lakshadweep;

(d) if so, the details thereof; and

(e) whether the Government has decided/proposes to decide to give extra financial assistance to bridge this huge gap?

(a) & (b): On July 3, 2015, Government released (online) the provisional data from the Socio Economic and Caste Census (SECC) 2011 for Rural India. The Report of the SECC 2011 is available on http://secc.gov.in. State/UT-wise detail on persons reporting as illiterates is given in Annexure.

(c) & (d): Yes, Madam. 47.58 percent have been reported as illiterates in rural Rajasthan as compared to 9.30% in rural Lakswhadweep.

(e): Ministry of Rural Development has decided to use the SECC 2011 data for implementing its rural development programmes.
