(a) to (d): A statement is laid on the Table of the House.
Statement in reply to part (a), (b), (c) & (d) of the Lok Sabha Starred Question No. 28 for 17.11.2016 regarding Setting up of New/Greenfield Airports;; (a) & (b): As per the Greenfield Airports Policy, 2008, Ministry of Civil Aviation (MoCA) accords two stages clearances i.e. "site clearance" followed by "in-principle" approval. MoCA has granted ''in principle'' approval for setting up of 18 Greenfield Airports across the country. Out of these 18 airports, the airport project at Pakyong in Sikkim belongs to Airports Authority of India. The Airport projects at Navi Mumbai, Sindhudurg, Shirdi in Maharashtra, Mopa in Goa, Bijapur, Gulbarga, Hasan and Shimoga in Karnataka, Kannur in Kerala, Kushinagar in Uttar Pradesh, Dholera in Gujarat, Dagadarthi (Nellore), Bhogapuram (Vizianagaram) and Oravakallu (Kurnool) in Andhra Pradesh are proposed by the respective State Governments while the remaining three i.e. airport project at Durgapur, Gwalior and Karaikal are promoted by the private developers. The airport projects at Durgapur and Kannur have been completed. As per the Greenfield Airports Policy, financing and development of the airport is the responsibility of the project proponents and MoCA does not allocate funds to the such Greenfield Airport projects.
; (c): Between 2014 to 2016, MoCA has received the following proposals for setting up of Greenfield Airports: Ankleshwar in Gujarat and Bhiwadi in Rajasthan, Dagadarthi (Nellore), Bhogapuram (Vizianagaram), Tadepalligudem (West Godavari), Oravakallu (Kurnool) and Kuppam (Chittoor) in Andhra Pradesh, Chingleput near Chennai, Gwalior and Singrauli in Madhya Pradesh, Hisar in Haryana, Kothagudem (Khammam) in Telangana, Noida International Airport near Jewar and Saifai (Etawah) in Uttar Pradesh. Out of the above proposals, Government of India has granted ''in-principle'' approval to the projects at Bhogapuram, Tadepalligudem and Oravakallu in Andhra Pradesh and ''site clearance'' to Government of Rajasthan for setting up of airport at Bhiwadi and Government of Telangana for setting up of airport at Kothagudem.;
(d): As per the Greenfield Airports Policy, the project implementation is the sole responsibility of the airport developer. The timeline for construction of airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure, etc. by the individual developer, which involve a lengthy and time consuming process. The Ministry does not mandate any timelines to project proponents.
