(a) whether after having approved the Annual Budget for 2010-11 in respect of the new rail links, the
Railway Board have recently directed the Zonal Railways to transfer such projects to Rail Vikas Nigam
Ltd. for execution and to make Bankability studies in respect of Khurda Road-Bolangir rail link; and
(b) if so, the details thereof and the reasons for such decision?

(a) & (b): Rail Vikas Nigam Ltd. (RVNL) has been advised to conduct bankability studies for some of
the ongoing new line and gauge conversion projects. Two new line projects have also been entrusted
to RVNL for implementation. The aim is to generate additional resources for bankable projects. As
regards Khurda Road-Bolangir new line, it has been decided not to transfer the project to RVNL.
