Question : Construction of Over Bridge at Kotikulam Station

(a) whether the Railways has acquired land for constructing a Railway Over Bridge (ROB) at Kotikulam railway station in Kasaragod district;

(b) if so, whether the acquisition of railway land was started as a part of the railway project in 2006-2007 but has not reached the tender till now;

(c) if so, the details and reasons therefor;

(d) whether the Government has noticed that this project has been inordinately delayed;

(e) if so, the reasons therefor;

(f) whether the Railways is taking steps to hand over the land to Roads and Bridges Development Corporation (RBDC) Kerala to float the tender;

(g) if so, the time by which the same is likely to be done; and

(h) whether any action is pending in this regard from the State Government/RBDC due to which Railways is not handing over the original land for ROB and if so, the details thereof?

(a) to (e) : Yes, Sir. The work of Road Over Bridge (ROB) in lieu of level crossing (LC) No.280 in Kotikulam Yard was sanctioned on cost sharing

basis during the year 2006-07. For this ROB, Railway portion was to be executed by Railways and approaches by Road and Bridges Development Corporation of Kerala (RBDCK). The Alignment details for ROB was submitted by RBDCK on 21.10.2016. Further a fund of ` 19.60 crore was sanctioned by Kerala Infra-structure Investment Fund Board (KIIFB) on 16.05.2017. After this the requisition for sparing of Railway land was submitted by RBDCK on 16.02.2018. The project was delayed due to delayed action by RBDCK. Since there was no progress for more than 10 years, the above work was deleted from Pink Book of railways after conveying the same to Principal Secretary/PWD, Govt. of Kerala. This work has again been sanctioned by Railways.
(f) to (h): Yes, Sir. The latest cost of land is being worked out by Railway for advising to Govt. of Kerala. Land can be handed over to Govt. of Kerala only after receipt of cost of land from Govt. of Kerala.
