Question : SAFETY MEASURES FOR MINE WORKERS



(a) the measures taken by the Government for the safety and welfare of the workers in the diamond mines and stone quarry;

(b) the utilisation of the fund for the safety and welfare of the workers during each of the last three years indicating the number of workers benefited therefrom, State-wise;

(c) the gnumber of workers killed in the mine/quarry accidents during 1998 and 1999; and

(d) the assistance provided by the Government to their families?

MINISTER OF STATE FOR LABOUR AND EMPLOYMENT ( SHRI MUNI LALL )

(a): Provisions for safety of persons employed in mines are contained in the Mines Act, 1952, and the Rules and Regulations framed thereunder. The safety laws are kept under constant review and amended from time to time. The Directorate General of Mines Safety also issues guidelines in the form of circulars to the management for improving safety measures. These provisions are required to be complied with by the mine managements. The Officers of the Directorate General of Mines Safety inspect the mines periodically to oversee the status of compliance with the safety provisions, and to take action as provided for under the Mines Act,1952, in case of default.

Besides the legislative measures, the Government is promoting a number of other initiatives, such as:-

1.	Conference on safety in mines,

2. Self-regulation by management,

3. Workers` participation in safety management,

4. Tripartite and Bipartite reviews at various levels,

5. Training of work persons, 6. Observations of safety weeks and Safety Compaigns,

7 National Safety Awards.
