Question : WORK ON NATIONAL HIGHWAY IN ORISSA



(a) the details of ongoing four and six-laning projects alongwith maintenance works on the National highways in Orissa, project-wise;

(b) the fund allocated and spent on these projects, till date;

(c) whether the projects are running behind the schedule; and

(d) if so, the reasons therefor?

(a)&(b) The details of ongoing four laning projects being implemented by National Highway Authority of India (NHAI) on the National Highways(NHs) in the State of Orissa are placed at Annexure–I.There is no ongoing 6-laning project on NHs in the State of Orissa. A Short Term 2 years maintenance contract is under implementation by NHAI for four laned section of Bhubaneswar-Jagatpur- Chandikhole of NH-5.

Development & maintenance of NHs is a continuous process. No work-wise/ Project-wise allocation is made. However, a total of Rs.1034.74 crore have been spent on the On-going four laning projects and Rs 2.58 crore on maintenance contract of four laned section of NH-5 by NHAI till date. Further, an amount of Rs 10.98 crore have been spent on the maintenance & repairs of other NHs in Orissa till date during 2007-08.

(c) & (d) Yes, Few projects under implementation in the state of Orissa are running behind the schedule.The main reasons for delay in implementation of four laning projects are: i) delay in handing over the site due to delay in land acquisition, shifting of Utilities, etc. ii) Poor performance of contractors iii) Non-provision of escalation clause in some of the packages iv) Termination of one contract due to non-performance of the contractor and time taken for reaward of balance work.
