(a): Sarva Shiksha Abhiyan (SSA) programme has been launched for universalizing elementary education since 2000-01, and is implemented in partnership between the Central and State Government / Union Territories (UT). The programme seeks to provide access, equity, retention and quality in the area of elementary education. For each goal there are different programme components namely, Access and Retention, Quality, Gender, Equity, Infrastructure Development and Programme Management.
(b) to (d): The census 2011 estimated 20.78 crore children in the 6-13 age group. In 2013-14 enrolment in elementary schools was 19.89 crore children in 14.49 lakh elementary schools, including 13.79 lakh government and government aided schools. States/UTs have reported opening of 27966, 9181 and 4534 primary and upper primary schools under SSA in 2011-12, 2012-13 and 2013-14, respectively. States/UTs have so far reported opening of 1639 primary and upper primary schools in 2014-15. Out of 3609 Kasturba Gandhi Balika Vidyalayas (KGBVs) sanctioned, 3593 with the enrolment of 3,46,308 girls are operational in the country to promote education at upper primary level for girls from disadvantaged groups belonging predominantly to the Scheduled Caste, Scheduled Tribe, other Backward classes and Minorities. As per UDISE 2013-14, the annual drop-out rate has come down to 4.67% in 2013-14 from 6.5% at primary level in 2011-12. The transition rate from primary level to upper primary level has increased to 89.58% in 2013-14 from 87.09% in 2011-12. The Pupil Teacher Ratio (PTR) has improved from 32 in 2009-10 to 26 in 2013-14.
