Question : Inclusion in SC-OBC Category

(a) the number of proposals received from various States for shifting their caste from Other Backward Classes (OBCs) to Scheduled Castes (SCs) and from general category to Other Backward Classes pending with the Government, State-wise;

(b) whether a child born to a man belonging to OBC in a State where his caste is included in the list of Scheduled Castes is entitled to get an SC certificate from that State;

(c) if so, the details thereof; and

(d) whether children born in Delhi are entitled to get their caste certificates from Delhi itself and if so, the details thereof?

(a)
(i). Details of State-wise proposals pending with the Ministry for inclusion of OBC castes in the list of Scheduled Castes are as follows:-

(b) & (c): No Sir. An OBC person cannot claim Scheduled Caste status in the migrated State/UT irrespective of the fact that his community has been specified as Scheduled Caste in the State/UT of migration. To be eligible for Scheduled Castes status in relation to a State/UT, one should be permanent resident of that State/ UT on the date of notification of the Presidential Order applicable in his case.
