Question : Modernisation of Police Force

(a) whether the Government has been implementing a scheme for Modernisation of State Police Force to supplement the efforts of the State Government in modernising their police force and if so, the details, thereof along with the funds allocated, released and utilized separately during each of the last three years and the current year, State-wise;

(b) whether the Government provides assistance to the State Governments, as 50% grants-in-aid and 50% loans for purchase of vehicles, latest equipment for forensic science labs, finger print bureau, bio-metric identification, police training, weaponry, construction of flats for police personnel etc. and if so, the details thereof;

(c) whether the Union Government has received any request from various State Governments including the Chief Minister of Tamil Nadu to provide more funds and if so, the details thereof along with the time by which the enhanced funds are likely to be released, State-wise; and

(d) the details of advisories issued to the States for modernisation of Police force and police stations to check crimes and terrorism in the country?

(a) Yes, Madam. ‘Police’ being a State subject as per the seventh Schedule to the Constitution of India, the principal responsibility of modernisation of state

police forces lies with the State Governments. However, the Central Government under the Modernisation of Police Force (MPF) Scheme has been supplementing the efforts of the State Governments in modernizing their police forces. A statement showing the total funds earmarked/allocated and disbursed to various States during each of the last three years and the current year, State-wise is at Annexure-I. A statement showing allocation and release of funds for Megacity Policing, which is a component under MPF Scheme, is at Annexure-II.

(b) State Governments are provided central funding which could be either 60% or 90% of the SAP. The States are grouped into two categories-‘A’ and Category-‘B’ for the purpose of funding. Category ‘A’ States, namely Jammu & Kashmir, Uttarakhand and Himachal Pradesh and 8 North Eastern States, including Sikkim, are eligible to receive financial assistance on a 90:10 (Centre:State) cost sharing basis. The remaining States, are in Category ‘B’ and are eligible for financial assistance on a 60:40 (Centre: State) cost sharing basis.

(c) Yes, Madam, During the year 2016-17, nine proposals for additional allocation were received from the State Government of Arunachal Pradesh, Manipur, Mizoram, Nagaland, Uttar Pradesh and Goa. As regards State Government of Tamil Nadu, during year 2015-16 an amount of Rs. 63.90 crore has been released to the State Government of Tamil Nadu under the MPF Scheme and for the current financial year an amount of Rs. 32.31 crore has been allocated to the Government of Tamil Nadu, out of which Rs. 20.28 crore has been released till date.

(d) The Central Government from time to time issues advisories to the states as regards modernisation of police forces to check crimes and terrorism. For instance, the Central Government has identified certain Smart Policing Initiatives and States has been advised to replicate this initiatives. Also, the States have been suggested to adopt a norms/concept on a SMART/Modern Police Stations finalized by the Bureau of Police Research and Development.
