Question : Revival of NTC Mills

(a) whether several National Textile Corporation Limited (NTC) mills are lying closed across the country;

(b) if so, the State-wise details thereof and the steps taken by the Government to ensure the revival of such textile mills;

(c) whether the Government has prepared a roadmap for NTC mills to meet the market demand and upgrade technology; and

(d) if so, the details thereof along with the expenditure likely to be incurred thereon?

Answer given by the minister

(a) & (b): As per Board for Industrial and Financial Reconstruction (BIFR) approved revival scheme Modified Scheme (MS)-08, National Textile Corporation Limited (NTC) has closed 78 mills under Industrial Dispute Act (ID Act) being unviable, due to enmass Modified Voluntary Retirement Scheme, relocation of mills etc. State-wise list of closed NTC mills is enclosed at Annexure -1. Under revival scheme MS-08, NTC has no mandate to revive these units, closed under ID ACT.

(c) & (d): NTC has conducted a Techno Economic Viability Study by Northern India Textile Research Association for revival/modernization of NTC mills. The NTC-Future Plan-2015 will be implemented in two phases.
