Question : Development of Rivers under NRCP

(a) the State/UT-wise details and names of rivers covered under National River Conservation Plan (NRCP) along with regulating authorities of NRCP;
(b) whether the Government proposes to bring all such rivers under the jurisdiction of her ministry to evolve an integrated approach for conservation of water resources;
(c) if so, the details in this regard;
(d) whether the Government is aware of mismanagement of funds for river development during the last two years; and
(e) if so, the details thereof and the extent to which bringing of the said rivers under the jurisdiction of her ministry are likely to put a check on the mismanagement of funds for river development?

(a) Discharge of untreated and partially treated sewage from cities/towns and industrial effluents constitute a major source of pollution in rivers. It is the responsibility of the State Governments/ concerned local bodies to set up proper facilities for collection, transportation and treatment of sewage being generated and ensure that untreated sewage does not fall into the rivers thereby polluting them.
The Ministry of Environment, Forest & Climate Change (MoEF&CC), has been supplementing the efforts of the State Governments in abatement of pollution in identified stretches of various rivers under the National River Conservation Plan (NRCP) and NGRBA (National Ganga River Basin Authority)

programmes respectively, for implementation of projects on a cost sharing basis between the Central and State Governments.
From 01/08/2014, the works relating to Ganga & its tributaries, including NGRBA programme, has been transferred to Ministry of Water Resources, River Development & Ganga Rejuvenation.
NRCP (excluding Ganga and its tributaries) has covered polluted stretches of 31 rivers in 75 towns spread over 14 States at a sanctioned cost of Rs.4517.82 crore. Execution of sanctioned works under NRCP is carried out by the implementing agencies of the State Governments.
The State-wise details and names of rivers covered under National River Conservation Plan (NRCP) in given in annexure 1.
(b) & (c) As of now, with effect from 01/08/2014, only works relating to Ganga & its tributaries, including NGRBA programme, have been transferred to Ministry of Water Resources, River Development & Ganga Rejuvenation.
(d) & (e) No, Madam. The National Mission for Clean Ganga (NMCG) is not aware of any mismanagement of funds for development of river Ganga during the period 01/08/2014 till date.
