Question : Financial Assistance under MIDH

(a) whether the Government has provided any assistance to Uttar Pradesh during the last three years under the Mission for Integrated Development of Horticulture (MIDH) for development of horticulture and establishment of cold storages to save food grains, fruits and vegetables from deteriorating;
(b) if so, the details thereof; and
(c) the role of Agricultural and Processed Food Products Exports Development Authority (APEDA) or any other agency in assisting growers and producers to store their produces in cold storages for better remunerative price including exports, the details thereof?

(a) & (b): Mission for Integrated Development of Horticulture (MIDH) is being implemented by Ministry of Agriculture & Farmers Welfare for the holistic development of horticulture in the country. All States/UTs including Uttar Pradesh are covered under MIDH. During the last three years i.e. from 2018-19 to 2020-21 an amount of Rs. 189.08 crore (GoI Share) has been released to Uttar Pradesh under the Centrally Sponsored Component of National Horticulture Mission (NHM) of MIDH for development of horticulture including establishment of cold storages.

(c): Agricultural and Processed Food Products Exports Development Authority (APEDA) was established by Government of India to undertake the development and promotion of export of various products including Fruits, Vegetables and their products. APEDA has a scheme of infrastructure Development for setting up integrated pack houses including cold storages. These pack houses including cold storages are used to store the horticulture produce for export benefitting farmers in getting better prices through exports.

The details of the scheme components of Infrastructure & Quality Development are as under:

(i) Development of Export Infrastructure: Under this component, assistance is provided for the following:
• Infrastructure such as pack house facilities with packing/grading lines
• Pre- cooling units with cold storages and refrigerated transportation etc.
• Cable system for handling of crops like banana
• Common infrastructure facilities
• Pre-shipment treatment facilities such as irradiation, Vapour Heat Treatment (VHT), Hot Water Dip Treatment (HWDT) for compliance to Phyto-Sanitary requirements of importing countries
• Infrastructure for processing facilities (process food sector) for addressing missing gaps which may include equipment like X-ray, Screening, Sortex, filth / metal detector, sensors, vibrators or any new equipment or technology for food safety and quality requirements

(ii) Quality Development: Assistance under this component covers the following:
• Installation of quality management systems,
• Laboratory testing equipment
• Hand held devices for capturing farm level peripheral coordinates for traceability systems and testing of samples etc.
• Testing of water, soil, residues or pesticides, veterinary drugs, hormones, toxins, heavy metal, contaminants etc.

In addition, National Horticulture Board is implementing schemes namely “Development of Commercial Horticulture through Production and Post Harvest Management of Horticulture Crops” and “Capital Investment Subsidy for Construction/Expansion/ Modernization of Cold Storages and Storages for Horticulture products” for development of horticulture including establishment of cold storages, pack house, ripening chamber, etc. Under these schemes, subsidy between 35% to 50% is provided for various components as per the prescribed cost norms.
