New IITs As per announcement made during Budget 2014-15 and 2015-16, it has been decided to set up six new IITs, one each in Jammu (J&K), Chhattisgarh, Goa, Andhra Pradesh, Kerala and Karnataka as well as to convert Indian School of Mines, Dhanbad (Jharkhand) into a full-fledged IIT. Sites for permanent and temporary campuses of IIT Tirupati (Andhra Pradesh) and IIT Palakkad (Kerala) have been approved. The first academic session of IIT Tirupati and IIT Palakkad commences from 2015-16 and for the remaining IITs, it commences from 2016-17 subject to approval of land. The estimated cost towards initial operationalization of these 6 IITs from temporary campuses is Rs.1410 crore @ Rs.235 crore each over a period of 3 years.
New IIITs Proposals have been invited from all the State Governments for setting up 20 IIITs. 19 proposals received from the State Governments. Details are provided at Annexure- I. Academic Session has started in 8 IIITs namely IIIT-Kota (Rajasthan), IIIT Chittoor(Andhra Pradesh), IIIT Guwahati(Assam), IIIT Vadodara(Gujarat) Tiruchirapalli(Tamil Nadu), IIIT Kalyani(W.B), IIIT Una (H.P) and IIIT Sonepat (Haryana).
The capital cost of each IIIT is Rs. 128.00 crore to be contributed in the ratio of 50:35:15 by the Central Government, the State Government and the industry respectively. In the North-Eastern states, the industry participation for capital expenditure will be kept at 7.5% and Central Government participation at 57.50% while State Governments’ at 35%.
New NITs One proposal from Government of Andaman and Nicobar Islands has been received for establishment of an NIT in Andaman & Nicobar Islands. Since the domicile students of A&N Islands are being catered by NIT, Puducherry through sharing their seats with A&N Islands, therefore, at present, there is no provision to start a new NIT in Andaman & Nicobar.
Further, Consequent upon bifurcation of the existing state of Andhra Pradesh, NIT, Andhra Pradesh is being set up for which land for permanent campus of the Institute is under finalization. An amount of Rs.235/- crore has been estimated for the NIT, Andhra Pradesh for the first three years of its inception.
No National Institutes of Technology (NITs) have been set up during the last three years.
New IISERs A new Indian Institute of Science Education and Research is under establishment at Tirupati , Andhra Pradesh. Further, consequent to the announcement of the union Finance Minister in his budget speech (2015), two new IISERs in the states of Odisha and Nagaland are proposed to be set up. No time frame or investment cost for these can be estimated as this stage.
New Polytechnics This Ministry has initiated a scheme for providing financial assistance to State Governments for setting up of new polytechnics under which 300 polytechnics are to be set up in unserved / underserved districts in India. The financial assistance from Government of India is limited to Rs.12.30 crores per polytechnic. The State Government is responsible for providing land and also meet the recurring expenditure. The details of number of polytechnics set-up under this scheme during the last 3 years is placed at Annexure –II.
AICTE approved Institutions AICTE has received request from state Governments for setting up of polytechnics / Institutions in educationally backward districts and also under the submission schemes. The list of Institutes approved by AICTE for the academic year 2013-14, 2014-15 and 2015-16 under “Sub-Mission on Polytechnic including Educationally Backward Districts” schemes by Ministry of Human Resource Development is placed as per Annexure – III.
New Colleges under Rashtriya Uchchatar Shiksha Abhiyan Under the Centrally Sponsored scheme of Rashtriya Uchchatar Shiksha Abihyan (RUSA) new model degree colleges and professional colleges have been set up. Details of these institutions state-wise are available on mhrd.gov.in/project-approval-board.
