Question : REQUIREMENT OF POWER



(a) whether the Government of Bihar have submitted projects for approval;

(b) if so, since when these projects are pending with the Government along with the time by which these projects are likely to be approved;

(c) whether there are large number of power projects which are lying incomplete due to shortage of funds; and

(d) if so, the remedial steps being taken to resolve the Power crisis in the State?

(a) to (d): There is no proposal presently under examination/pending in CEA for grant of techno-economic clearance for setting up of power projects submitted by Bihar Government. However, the following power projects in Bihar were returned for want of various inputs/clearances. Pending projects would be considered for Techno-Economic Clearance as soon as the necessary inputs/clearances are tied-up and clarifications are furnished by the project authorities through the State Government.

1. Katihar (2x250 MW) Returned in 10/95

2. Ray (2x200+4x500 MW) Returned in 8/80

3. Patratu Extn. St.V Returned in 12/92

(2x210 MW)

4. Kadhwan HEP (5x90 MW) Returned in 3/95

5. Barun St. I (2x500 MW) Returned in 5/89 6. Patna CCGT Returned in 5/89

(2x50 MW-GT+2x30 MW-ST)

7 Barauni CCGT Returned in 5/89

(2x50 MW-GT+2x30MW-ST)

8. Patna TPS (2x67.5 MW) Returned in 9/90

9. Kanhar Pump Storage Returned in 7/99 Scheme (3x100 MW) 10. Sankh St.II HEP (186 MW) Returned in 1/2000
The following power projects are lying incomplete due to shortage of funds inspite of investment approval given by Planning Commission:-
1. Tenughat St. II(3x210MW):- Approval given by Planning Commission in February 1989.
2. Muzaffarpur TPP Extn. :- Approval given by Planning

(2x250 MW) Commission in December 1995
For resolving the power crisis in the State, the following power projects have been granted techno-economic clearance by CEA and are targeted for commissioning during 9th Plan:
1. Jojobera TPP U-1&2(T) 2x120 MW

2. Eastern Gandak (H) 5MW(already commissioned)

3. Chandil LBC (H) 2x4 MW

4. North Koel (H) 2x12 MW
In addition to the above, four inter-state inter regional mega projects are proposed to be set up in Bihar in 10th and 11th Plan period.
