(a) & (b): No, Madam, all the high rise buildings, commercial as well as Government owned, constructed after obtaining permission from the building sanctioning authority (Delhi Municipal Corporations, Delhi Development Authority, Delhi Cantonment Board and New Delhi Municipal Council) have clearance from the Delhi Fire Service after the enforcement of Delhi Building Bye-Laws-1983. The buildings constructed prior to 1983 were also inspected under the provisions of Delhi Fire Prevention and Fire Safety Act 1986 and Rules 1987 and issued No Objection Certificate after the compliance of the provisions.
(c): The total number of fire incidents reported in such buildings along with the total number of persons killed/ injured in fire incidents during each of the last three years and the current year are as under:

(d): The Government of Delhi has enacted Delhi Fire Service Act 2007 and Delhi Fire Service Rules 2010 which are more comprehensive legislation concerning the fire and life safety in buildings in Delhi and this Act & Rules have come into force with effect from 01.07.2010 and the construction of buildings are covered under Rule 27 of Delhi Fire Service Rules 2010. The said Act and Rules also require renewal of Fire Safety Certificate after every three years in respect of Commercial buildings and 05 years for Residential buildings.
All high rise buildings which have been constructed prior to the enforcement of the above said Act Rules i.e. with effect from 01.07.2010 are being regulated in accordance with the provisions of the relevant fire safety norms in force at that time when the building was constructed. These measures provide reasonable fire safety in the buildings that would help preventing/ minimizing losses.
