Question : Capacity Building of Textile Sector

(a) the total number of beneficiaries under Scheme for Capacity Building in Textile Sector (SCBTS) so far in the country;

(b) the district wise number of such beneficiaries under SCBTS in Uttar Pradesh;

(c) whether Government has set up any Committee to monitor the above scheme;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a) & (b): With a view to create robust human resources for the textiles sector, particularly the need for trained and skilled workforce in all segment of the textile sector, Ministry of Textiles has been implementing various skill development schemes and programmes.

Under the Comprehensive Integrated Skill Development Scheme (ISDS), a total of 11.14 lakh persons have been trained during FY 2010-11 to 2017-18, in various diverse segments of textile sector covering textiles and apparel, jute, spinning, weaving, technical textiles, sericulture, handloom and handicrafts. A total number of 1,16,671 persons were trained in the state of Uttar Pradesh out of which 75,202 persons were given employment under ISDS.
Ministry of Textiles has further expanded the skill development programme, called Samarth- Scheme for Capacity Building in Textile Sector, for the entire value chain of the textiles sector (except spinning and weaving in organized sector which are being trained under Pradhan Mantri Kaushal Vikas Yojana) with a target of 10 lakh persons at a total outlay of Rs.1300 crore. Ministry of Textiles has already partnered with 21 Government Agencies from 18 States including Uttar Pradesh and Sectoral Organizations covering nearly 4 lakh persons, for entry level training and job creation in both traditional and organized segments of textile value chain. So far 55 training centers of various Textile Industries in Uttar Pradesh have been registered for training under Samarth Scheme.
Further, a training target of approximately 1.5 Lakh persons has been allocated to Industry/Industry associations for undertaking training. Special emphasis is also laid on upskilling in apparel and garmenting segment for increasing the competitiveness of the industry in global market.

(c) to (e): For effective monitoring and implementation of the Samarth Scheme, three- tier committees have been set up by the Government details of which along with their roles and responsibilities are as given below:
(i) Inter-Ministerial Committee (IMC) under the Chairpersonship of the Minister of Textiles for overall supervisory role to monitor the progress of the scheme on a half-yearly basis.
(ii) Inter-Ministerial Empowered Committee chaired by the Secretary (Textiles) and comprising of representatives of Ministry of Skill Development & Entrepreneurship, NITI Aayog, Ministry of Finance and other stakeholders oversee implementation of the scheme in all respects.
(iii) Proposal Evaluation Committee (PEC) headed by concerned Joint Secretary for evaluation of the proposal submitted by the Implementing Partners for empanelment and for reviewing the progress of implementation of scheme from time to time.
