Question : North East Rural Livelihood Project

(a) the measures taken by the Government to institutionalize market links to provide maximum benefit to the beneficiaries under North East Rural Livelihood Project;
(b) whether North East Rural Livelihood Project has great impact on employment of rural population of North Eastern region;
(c) if so, the number of various other schemes being implemented by the Government to make this project more effective; and
(d) whether the Government is working on any other new scheme for the development of North Eastern region and if so, the details thereof?

(a) Under the North East Rural Livelihood Project (NERLP) being implemented in eleven districts in four states, about 28,000 Self Help Groups (SHGs) have been formed. There are also about 500 Producer Groups (PGs) across 31 different production lines out of which 14 Producer Organizations (POs) have recently been incorporated and started their business operations. All these have led to increase in production of different agricultural products.

(b) In addition to promotion of self employment, the North East Rural Livelihood Project has also provided skill training and placement to about 6000 unemployed youth in various trades.

(c) At district level, effort has been made to have convergence of various schemes of the Government, especially those aiming to enhance rural livelihoods.

(d) A new scheme namely NESIDS (North East Special Infrastructure Development Scheme) is under implementation which aims to promote infrastructure development.
A pilot project of HADP (Hill Area Development Programme) in Nonjing and Tamenglong districts of Manipur is also under implementation.
