Question : Assistance to Civil Administration

(a) whether armed forces are helping civil administration in natural calamities and disasters and if so, the details thereof;

(b) whether for the first time armed forces engineers are being engaged in civil construction work;

(c) if so, the details thereof and the reasons therefor;

(d) whether engineers of armed forces have opposed this move; and

(e) if so, the details thereof and the rationale behind putting armed force engineers in civil construction work?

(a) In terms of the provisions of “Instructions on Aid to the Civil Authorities by the Armed Forces, 1970”, the Armed Forces may be called upon to aid the civil authorities for the following:-
(i) Maintenance of law and order.
(ii) Maintenance of essential services.
(iii) Assistance during natural and other calamities such as earthquakes, floods, famine, fires, cyclone, accidents etc.
(iv) Other types of assistance which may be needed by civil authorities including assistance for development projects.

(b) & (c): Armed Forces Engineers have been engaged in civil construction works on requirement basis as Aid to Civil Administration on numerous occasions.
(d) & (e): Corps of Engineers have not opposed orders on providing assistance to Civil Administration.
