Question : CLEARANCE FOR OIL AND GAS PIPELINES



(a) whether the Government proposes to review and simplify the rules and guidelines for according green clearance to oil and gas pipelines including CNG pipelines spread across the country;

(b) if so, the details thereof;

(c) the details of proposals of such pipelines pending with the Government for clearance, State-wise;

(d) whether the Government has allowed or proposed to allow general clearance for States for laying underground pipelines; and

(e) if so, the details thereof?

(a)to (e): As per the Environmental Impact Assessment (EIA) Notification, 2006, prior environmental clearance is mandatory for oil and gas transportation pipeline (crude and refinery / petrochemical products), passing through national parks/sanctuaries/coral reefs / ecologically sensitive areas including LNG Terminal. The use of forest land for laying of oil and gas pipelines requires prior approval of Central Government under the Forest (Conservation) Act, 1980. The details of environmental clearance proposals of such pipelines pending in the Ministry are given below:
