(a) & (b): Yes, Madam. The Government of India has provided the financial assistance to handloom weavers including silk weavers in the country. 121 block level cluster have been sanctioned under National Handloom Development Programme (NHDP) and Comprehensive Handloom Cluster Development Scheme (CHCDS), releasing an amount of Rs.59.64 crore in the current financial year benefitting the weavers including silk weavers.
The State-wise financial assistance provided to handloom weavers including silk weavers in last three years and the current year at Annexure-I.
In addition, financial assistance was provided to the silk weavers in the country under centrally sponsored scheme, ‘Catalytic Development Programme (CDP)’ implemented by Central Silk Board (CSB) in coordination with the State Governments for setting up of Certified Handlooms, Loom up-gradation through Jacquards and other equipments developed by CSB (CSTRI), pneumatic Lifting Mechanism for Handlooms, setting up of Common Facility Centres (CFC) for yarn dyeing and fabric processing, establishment of Effluent Treatment Plant (ETP) for yarn dyeing and fabric processing units and setting up of Computer Aided Textile Designing (CATD) etc. The State-wise details of such financial assistance provided to silk weavers during last three years are given below:-

CDP as Centrally Sponsored Scheme has been discontinued from the financial year 2015-16. Assistance is being provided under National Handloom Development Programme (NHDP) now.
(c) & (d): Yes, Madam. The Government of India is implementing Yarn Supply Scheme (YSS) throughout the country to make available all types of yarn at Mill Gate Price to the eligible handloom weavers. The scheme is being implemented through National Handloom Development Corporation, Lucknow, a Government of India Undertaking. Under the scheme the freight is reimbursed and depot operating charges @2% is given to depot operating agencies.
To provide the subsidized yarn only to handloom weavers in order to compete with powerloom and mill sector, 10% price subsidy component also exists. 10% subsidy is applicable on cotton yarn, Domestic silk yarn and woollen yarn with quantity limitation. Eligibility of different kinds of yarn under 10% subsidy component is as under:
For cotton and Domestic silk yarn
1. up to and including 40s – 30 kg per loom/month
2. above 40s – 10 kg per loom/month.
3. For domestic silk, the quantity restriction will be 4 kg per loom/month
