Question : Mid-term Compensation under PMFBY

(a) whether there is no provision of mid-term compensation under the Pradhan Mantri Fasal Bima Yojana (PMFBY), an ambitious scheme of the Government of India;
(b) whether the Government has taken cognizance of the fact that farmers are not able to get insurance cover on damage caused to the standing paddy from heavy rains, storm etc.;
(c) if so, the details thereof including the reaction of the Government thereto;
(d) whether the Government proposes to make a provision of mid-term compensation in the said scheme for providing maximum benefit to the farmers under PMFBY; and
(e) if so, the time by which a decision is likely to be taken in this regard?

(a) to (c): Provisions of mid-term compensation due to prevented/failed sowing and prevented planting/germination claims; mid-season adversity, losses due to localized risks of hailstorm, landslide, inundation, cloud burst & natural fire and post-harvest losses due to unseasonal rains, cyclone/cyclonic rains and hailstorm are already available under Pradhan Mantri Fasal Bima Yojana (PMFBY) to provide interm and additional benefits to the insured farmers besides the end season claims based on shortfall of yield in the notified insurance unit area due to any adverse climatic conditions including heavy rains, storms etc.

Paddy crop can be notified by the concerned State Government against, prevented sowing, mid-season adversity, localized risks of hailstorm, landslide, cloud burst & natural fire and post-harvest losses under the scheme. However, hydrophilic crops where the water stagnation generally beneficial for crop growth like paddy and jute are not covered under localized risk of inundation only. But these hydrophilic crops are eligible for claims against the aforesaid remaining risks/provisions under the scheme.
