(a) whether the Government is considering to include Sickle cell patients in the list of
Handicapped persons;
(b) whether the State Governments have also sent any proposal to the Government in this
regard;
(c) if so, the details thereof; and
(d) the reaction of the Government thereon?

(a) to (d) The definition of disabilities has been given in `the Persons with Disabilities
(Equal Opportunities,Protection of Rights and Full Participation) Act, 1995,` and the
National Trust Act, 1999.Both these Acts deal with disabilities and not with diseases.
