Question : Tapped Drinking Water

(a) the targets fixed and achievements made for providing tapped drinking water supply in the country indicating the Scheduled Caste (SC) and Scheduled Tribe (ST) households separately during each of the last three years and the current year, State-wise;
(b) the State-wise number of households and their percentage which are being provided with piped drinking water supply;
(c) the details of the funds released and utilised under piped drinking water supply scheme during each of the last three years and the current year, State-wise;
(d) the villages covered under piped drinking water supply in the country including UP, State/UT-wise;
(e) whether the Government has fixed any time-frame to provide all the villages/ habitations with piped drinking water supply and if so, the details thereof; and
(f) whether the Government has made arrangements for providing drinking water in rural areas having no source of drinking water, and if so, the details thereof, State-wise?

(a) This Ministry monitors the drinking water supply coverage in terms of habitations and not in terms of households. The State-wise details of targets (for coverage of habitations) fixed and achievements made for providing tapped drinking water supply in the country indicating the Scheduled Caste (SC) and Scheduled Tribe (ST) dominated habitations during each of the last three years and the current year are at Annexure-I.
(b) The State-wise number of households and their percentage which are being provided with piped drinking water supply are at Annexure-II.
(c) Under National Rural Drinking Water Programme (NRDWP), this Ministry provides financial & technical assistance to the States to strengthen rural drinking water supply in the States. Funds are released by this Ministry to the States as per the allocation criteria for all types of schemes including piped water supply schemes. Although the States are asked regularly to boost up the piped water supply, funds are not released separately for piped drinking water supply schemes, as the States have been empowered to select schemes as per their requirements.
(d) This Ministry monitors the coverage of drinking water supply in terms of habitations and not in terms of villages. As per information provided by States/UTs on the online portal Integrated Management Information System (IMIS) of the Ministry, as on 18.07.2016, the State/UT-wise details of habitations provided with piped drinking water supply are at Annexure-III.
(e) As per Strategic Plan prepared by the Ministry for providing drinking water supply in rural areas, the interim goal till 2017 is to cover 50% of all rural households with piped water supply and by 2022, the goal is to cover 90% of rural households with piped water supply.
(f) Rural water supply is a state Subject. Under NRDWP, this Ministry assists them financially & technically in order to supplement their efforts in providing drinking water to the rural population in the States. During the current year 2016-17, this Ministry has released an amount of Rs. 1986.66 Crores to various States/UTs for providing the drinking water supply in the rural areas. The State-wise details of funds released in 2016-17 are at Annexure-IV.
