Question : Allocation of Funds under JJM

(a) the salient features of the Jal Jeevan Mission;
(b) the details of the funds sanctioned, allocated and utilized under this mission within Tamil Nadu during the last three years;
(c) the details of the targets set and achievements made so far;
(d) whether the cases of irregularities have come to the notice of the Government under this mission within Tamil Nadu; and
(e) if so, the details thereof and the steps taken by the Government in this regard?

(a) Government of India is implementing Jal Jeevan Mission (JJM) in partnership with States, which aims at providing potable water at service level of 55 litre per capita perday (lpcd) to every rural household through tap water connection by 2024.The outlay of JJM is Rs. 3.60 lakh Crore.The erstwhile National Rural Drinking Water Programme (NRDWP) has been subsumed under JJM.
Under JJM, the in-village water supply system including strengthening of drinking water sources, piped water supply and grey water management to be planned, managed, operated and maintained by the Gram Panchayat or it’s sub-committee i.e. Village Water & Sanitation Committee (VWSC) or Pani Samiti, having 10–15 members with 50% women and proportionate representation to weaker sections of the village. This would ensure that local community owns and manage the water supply system for long-term sustainability and assured piped water supply to every household.
(b) As reported, the financial detailsof the Central funds for Tamil Nadu in last 3 years, are as follows:

(c) Under the mission, all rural households of the country are to be provided with potable water through tap connections by 2024. At the time of announcement of Jal Jeevan Mission – Har Ghar Jal on 15th August, 2019, out of 18.93 Crore rural households, 3.23 Crore (17%) were reported to have tap water connections. Since then, 3.41 Crore rural households have been provided tap water connections. Thus, as on date, out of 19.18 Crore rural households across the country, more than 1/3rd i.e. 6.64 Crore (34.63%) have tap water supply.
(d)&(e) Under Jal Jeevan Mission, power to plan, approve and implement water supply schemes are vested with States. Complaints pertaining to Tamil Nadu were received and the same have been forwarded to the State Government for necessary action.
