Question : Development of Railway Network

(a) whether the Railways has prepared a vision plan ‘Railways 2030’ for developing the railway network in the country;

(b) if so, the details thereof;

(c) whether the Railways has prepared a strategic plan to invest and decide on how railway network should be developed;

(d) if so, the salient features of the said plan; and

(e) the status of the discussions held by the Railways with concerned companies for the launch of very high speed trains in India?

(a) & (b): Railway is in process of making National Rail Plan-2030 to expand the railway network based upon representation and requests from various stakeholders such as various Ministries, State Governments, elected representatives, Industries with consideration of operational requirement, bottlenecks, strategic requirements and socio-economic considerations. For this, website of National Rail Plan-2030 has been launched.

(c): No, Madam. Minister for Railways announced the investment plan of `8.56 Lakh Crore till 2020 in his Budget Speech of 2015-16.

(d): Does not arise.


(e): Pursuant to Japan International Cooperation Agency (JICA)’s feasibility report, Government of India had sanctioned Mumbai-Ahmedabad High Speed Rail project for implementation with technical and financial assistance of Government of Japan.
