Question : MONITORING OF INFRASTRUCTURE PROJECTS



(a) Whether the Infrastructure and Project Monitoring Division (IPMD) is focusing on monitoring incomplete infrastructure projects in highways, power and railways sectors where there are large and chronic cost over-runs, leading to huge losses to the exchequer;

(b) if so, the details thereof; and

(c) the details of incomplete infrastructure projects in highways, power and railways monitored by IPMD during the last year and the current year, State-wise and the outcome thereof?

(a) to (c) : Government in the Ministry of Statistics and Programme Implementation uniformly monitors the Central Sector Infrastructure Projects costing Rs. 150 crore and above on the basis of information furnished by the project implementing agencies.

710 projects were on the monitor of this Ministry as on 31.03.2014, including 510 Projects of Road Transport & Highways, Power and Railways sectors. Of these 510 Projects, 100 Projects were showing time overruns and 175 Projects were showing cost overruns with respect to their original project implementation schedules. State-wise details of these Projects are at Annexure-I A and I B.

738 projects were on the monitor of this Ministry as on 31.12.2014, including 529 projects of Road Transport & Highways, Power and Railways sectors. Of these 529 Projects, 196 Projects were showing time overruns and 189 Projects were showing cost overruns with respect to their original project implementation schedules. State-wise details of these Projects are at Annexure-II A and II B.
