Question : CADRE REVIEW OF CSS



(a) whether the cadre review of Central Secretariat Service has not been conducted for a long time;

(b) if so, the reasons therefor;

(c) the time by which the next cadre review of CSS is likely to be done;

(d) whether the empanelled officers as Joint Secretaries are waiting for their posting for a long time; and

(e) if so, the details thereof alongwith the action plan made so far in this regard?

(a) to (e) : A statement is placed on the Table of the House.

(a) to (c) : The Central Secretariat Service has four grades; viz,
(i) Selection Grade (Deputy Secretary and equivalent)-Group `A`
(ii) Grade I (Under Secretary and equivalent)-Group `A`
(iii) Section Officers- Group `B` Gazetted and
(iv) Assistants-Group`B` (Non-Gazetted). Under the Central Staffing Scheme, the posts of the level of Under Secretary and above in the Central Secretariat are filled by drawing officers from three All India Services; 34 Group `A` Central Services and the Central Secretariat Service. No posts are earmarked specifically for any of the participating services. Therefore, it is difficult to undertake an exercise of Cadre Review for increasing or decreasing the number of cadre posts of the level of Under Secretary and Deputy Secretary of the CSS.

The grades of Section Officers and Assistants are decentralised and controlled by the respective cadre controlling authorities in the Ministries/Departments of the Government of India. The posts at those levels are created on the basis of functional requirement by the respective cadre controlling authorities. The cadre review in respect of such grades can, therefore, be undertaken by the respective cadre controlling authorities.

(d) and (e) : The Central Staffing Scheme envisages, inter alia drawing up of a suitability list, on an annual basis, of officers belonging to Central Secretariat Service(CSS) for holding posts at the level of Joint Secretary and equivalent. The suitability list is not related to vacancies. CSS officers included in the suitability list are eligible for consideration for appointment to posts at the level of joint Secretary and equivalent, along with officers belonging to other services participating in the Central Staffing Scheme, offered by the cadre authorities for central deputation. The CSS officers included in the suitability list are considered for appoinment at that level, keeping in view their educational qualifications,experience and special training required for effective performance of the job and suggestions of the Ministries/Departments concerned as provided under the Central Staffing Scheme and some of them have been appointed.
