Question : CANCER CARE FACILITIES



(a) whether the cancer care facilities are adequate for treatment of rising number of cancer patients, particularly in the North- Eastern Region in the country, if so, the details thereof and if not, the reasons therefor;

(b) the number of cancer care centres, institutes and hospitals run by the Government for diagnosis and treatment of cancer in the country, State/UT-wise;

(c) whether the Government is implementing any scheme for setting up of the cancer care centres/institutes/hospitals and upgradation of the existing ones, and if so, the details thereof;

(d) the funds allocated and spent for setting up and upgradation of cancer care centres/ institutes/hospitals during the last three years and the current year, institute and State/UT-wise;

(e) whether the Government has received any proposal from States/UTs in this regard, if so, the details thereof along with the action taken/proposed to be taken by the Government thereon during the said period; and

(f) the steps being taken by the Government to increase financial assistance for cancer care facilities in the country?

(a) & (b): Cancer can be diagnosed and treated at various levels in the Government health care system. The number of such facilities is not centrally maintained. However, in addition to cancer diagnosis and treatment facilities under the State Governments, the Central Government Institutions such as All India Institute of Medical Sciences, Safdurjung Hospital, Dr Ram Manohar Lohia Hospital, PGIMER Chandigarh, JIPMER Puducherry, Chittaranjan National Cancer Institute, Kolkata etc. provide facilities for diagnosis and treatment of cancer. The establishing of National Cancer Institute at Jhajjar and development of 2nd campus of Chittaranjan National Cancer Institute, Kolkata has also been approved.

In the North-Eastern region, NEIGRIMS, Shillong has a separate Oncology OPD and a separate Oncology ward with 16 indoor beds. Dr. B. Borooah Cancer Institute, Guwahati has 209 beds strength, major equipments for Radiotherapy like Linear Accelerator machines with IMRT, IGRT, SRS/SRT, major equipments for Radio diagnosis like CT Scan, MRI etc. and 5 fully equipped major operation theatres. Regional Institute of Medical Sciences (RIMS), Imphal also has Medical Oncology and Radiotherapy facilities for Cancer treatment.

(c) to (f): Government of India has in the year 2013-14, approved a scheme for enhancing the tertiary care facilities for Cancer in the country. Under this scheme (Tertiary component of NPCDCS), Government of India will assist 20 State Cancer Institutes (SCI) and 50 Tertiary Care Cancer Centres (TCCC) in different parts of the country. The maximum assistance inclusive of State Share for SCI is upto Rs.120 crores and for TCCC is upto Rs.45 crores. The Central and State share is in the ratio 75:25, and for North East and Hill States this ratio would be 90:10. Under this scheme, 40 proposals have been received out of which 14 proposals are for SCI and 26 for TCCCs. After evaluation and examination, funds have been released to 5 SCIs and 2 TCCCs including Rs. 55.00 crore to Agartala Cancer Hospital, Tripura as first installment of Central Govt. Share. For year 2014-15, the Revised Estimate figure for budgetary allocation under the scheme is Rs.360 crores out of which Rs.351.90 crores has been released.

A provision of 20 beds each for Medical Oncology and Surgical Oncology Departments has been made in each of six All India Institutes of Medical Sciences set up under Pradhan Mantri Swasthya Suraksha Yojna (PMSSY). In addition, 68 bedded Oncology block is being built at Rajendra Institute of Medical Sciences, Ranchi under PMSSY Phase-I upgradation programme. There is also provision of Oncology Department in the new Super Specialty Blocks at Government Medical College, Amritsar and Rajendra Prasad Government Medical College, Tanda under PMSSY Phase II Upgradation programme.
