(a) to (d) The Department for Promotion of Industry & Internal Trade, Ministry of Commerce & Industry have informed that the Government of India is setting up Greenfield Smart Cities as part of the National Industrial Corridor Programme.
As part of the institutional and financial structure approved by the Government of India for Industrial Corridor Projects, State Government is responsible for making the land available for the projects whereas Government of India through National Industrial Corridor Development and Implementation Trust (NICDIT) is making funds available for project implementation to an average of Rs. 2500 crore subject to a maximum of Rs. 3000 crore depending upon the geographical location, size, contribution of the State and the developmental needs.
Further, the share of NICDIT in the Node/Project SPV is restricted to a maximum of 50% whereas share of respective State Government(s) is restricted to minimum of 50%.
The criteria adopted for selecting the location of these cities and the steps to be taken by States, inter alia, are as follows:
(i) Availability of contiguous land parcels;
(ii) Availability of road connectivity including allocation of water and power for the project;
(iii) Concurrence on institutional and financial structure by the State Govt. as approved by Government of India for Industrial Corridor Projects which includes delegation of planning and development functions to the SPV, transfer of land by State Government to the SPV, declaration of SPV as a Special Planning Authority for that region with a power to levy fees, charges, etc.
