Question : ISSUANCE OF NOTICES FOR GROUND TAX BY DDA



(a) whether it is a fact that the notices for Ground Tax have been issued to many owners for several last years despite requests from them;

(b) if so, the details in this regard;

(c) the number of such notices to be issued each year and the number of them actually issued during the past three years indicating the DDA dues locked up as a result thereof;

(d) whether the Government will ensure that the notices are sent immediately so that the honest tax payers are not penalized unncessary as also the staff responsible for this is suitably dealt with; and

(e) if so, the details thereof?

(a): The Delhi Development Authority has reported that it does not charge any Ground Tax from lessees. However, it charges ground rent in respect of lease-hold properties. The outstanding ground rent is intimated to the allottees/lessees whenever they make a separate request for the same.

(b)&(c): As reported by DDA, the number of defaulter notices issued and outstanding dues realized during last three years are as follows:

The amount outstanding from the plotted lessees as on 31.3.2002 was Rs.45.83 crores.

As per the terms and conditions of Lease, the Lessees are required to pay the fixed amount of ground rent by the specified dates. The defaulting lessees are issued notice by DDA in order to effect the recovery of the outstanding ground rent.

(d)&(e): The Government has asked DDA to issue notice to all defaulters in time to realize the outstanding dues of ground rent.
