Statement referred to in reply to parts (a), (b), (c) , (d) & (e) of the Lok Sabha Starred Question No. 277 due for answer on 11.12.2014
(a): Yes, Madam. Considering the Government’s announcement to “provide pucca houses to all by 2022”, the Ministryof Rural Deve- lopment has initiated necessary action to revamp the Indira Awaas- Yojana (IAY).It is proposed to enhance the unit cost of the house, make toilet an integral part of the dwelling unit, and to ensure mandatory convergence with relevant Schemes for basic amenities. The implementation is to be in a mission mode.
(b): As per information received from States/UTs, State/UT- wise physical and financial progress for the last three years and the current year is given in the annexure.
(c): Yes, Madam.Budget allocation of Rs. 24,910 crore has been proposed for the year 2015-16.
(d): The approved outlay of IAY for the 12th Five Year Plan is Rs. 59,585 crorewith a physical target for construction of 1.5 crore houses. Against this, Rs.22,208 crore have been provided during the first two years of the 12th Five Year Plan and target of 54.82 lakh houses was allocated. The budget allocation for 2014-15 is Rs. 16,000 crore with a physical target for construction of 25.18 lakh houses. It has been proposed to allocate a target of 30 lakh houses during 2015-16 and 35 lakh houses during 2016-17.
(e): As per Scheme guidelines, it is ensured that the houses sanctioned are completed within two years from the date of sanction of the first instalment. However, since the benefi- ciaries are from the BPL families, who often find it difficult to mobilise resources required to complete the houses, cases of delay are monitored to facilitate completion of houses within a maximum period of three years.
Implementation of IAY is reviewed in PRC meetings on a quarterly basis, State Coordinating Officers meetings on a monthly basis, Area Officers visits and National Level Monitors’ visits. In addition, progress reports are received on MIS and Monthly Progress Reports (MPR) in the Ministry.
