Question : NON LAPSEABLE CENTRAL POOL RESOURCES



(a) whether the Government have contemplated to take up some Developmental Projects and Schemes with the Non-lapseable Central Pool resources so as to help facilitate the all round growth and development within the Bodoland territory;

(b) if so, the action taken so far in this regard;

(c) if not, the reasons therefor;

(d) whether the Government have proposals to announce a concrete master-plan fot the growth and development of the most backward, neglected and overall discriminated against the Bodoland Territory;

(e) if so, the action taken so far in this regard; and

(f) if not, the reasons therefor?

(a) Government of India has extended financial support to specific development projects under Non-Lapseable Central Pool of Resources (NLCPR) in the area falling within the Bodoland Territory.

(b) Thirty projects at an estimated cost of Rs. 124.07 crore in different sectors have been sanctioned under NLCPR from 2000-2001 to 2002-2003. During 2003-2004, three projects at an estimated cost of Rs. 20.44 crore have been retained for detailed techno-economic feasibility examination for sanction in accordance with NLCPR guidelines.

(d) A Memorandum of Settlement (MoS) has been signed between the Government of India, Government of Assam and the Bodo Liberation Tigers (BLT) on 10.02.2003 for a durable solution to the Bodo issues. The main terms of the agreement include, inter-alia, additional financial assistance of Rs. 100 crore per annum (over and above normal plan assistance) to the State of Assam for a five years for projects to develop the socio-economic infrastructure in Bodoland Territorial Council (BTC) Areas. Besides, a centrally funded Central Institute of Technology (CIT) is proposed to be set up in BTC Areas to impart education in various technological/vocational disciplines.

(e) Action has been initiated to implement the provisions made in the Memorandum of Settlement.
