(a) & (b) Erstwhile Planning Commission had issued guidelines on formulation, implementation and monitoring of SCSP/ TSP from time to time. Scheduled Caste Sub Plan (SCSP) for Scheduled Castes (SCs) and the Tribal Sub Plan (TSP) for the Scheduled Tribes (STs) are intended to channelize the flow of resources from the general sectors in the Central Ministries/ Departments towards the development of Scheduled Castes and Scheduled Tribes, at least in proportion to their numbers in the population, both in physical and financial terms. The allocation under these components is provided for the purpose of creating productive assets, human resource development of the Scheduled Castes and Scheduled Tribes through adequate education and health services, and to provide physical and financial security against all types of exploitation and oppression.
(c)&(d) All the Central Ministries/Departments are providing adequate funds for SCSP and TSP as per the guidelines issued by erstwhile Planning Commission for various welfare schemes from their plan allocations from the year 2011-12. However, the Ministry/Departments were also allocating adequate fund for welfare of SCs/STs before issuance of guidelines. Year-wise percentage of such allocation compared to total plan outlay during 11th Plan period are under:-

(e) Instructions had been issued time and again to the Ministries/Departments to ensure that the provisions are accurately reflected in the concerned Minor Head `Special Component Plan for Scheduled Castes` (Code `789`) and `Tribal Sub Plan` (Code No.`796`) below the functional major/sub-major heads wherever necessary, in terms of the instruction under Para 3.8 of the General Directions to the List of Major and Minor Heads of Accounts. The provisions made under these Minor Head are not allowed to be re-appropriated, except to the same Minor heads in other schemes under `Special Component Plan for Scheduled Castes` (Code `789`) and `Tribal Sub Plan` (Code No. `796`) thereby preventing any possibility of any diversion.
