Question : Unrecognized Educational Institutions

(a) whether the Government is aware that a huge number of unrecognized
educational institutions are working in the country;
(b) if so, the details of the action taken by the Government for registration of
educational institutions and to ensure quality of education in them;
(c) whether it has also come to the notice of the Government that the fees
levied by these unrecognized/unregistered institutions are exorbitant;
(d) if so, the action taken by the Government to regulate and control the
educational institutions running without recognition/registration of the
Government;
(e) whether the Government proposes for legislation for registration and
monitoring of private educational institutions; and
(f) if so, the action taken thereon?

(a): Instances of unapproved institutions running technical courses has come to
the notice of the Government. The details thereof are available on AICTE website
http://www.aicte-india.org/misunapprovedinstitutions.php . In addition to it,
University Grants Commission (UGC) is also maintaining a list of 23 fake
universities running across the country. The details thereof are available at UGC
website http://www.ugc.ac.in/page/fake-universities.aspx.
(b): The private technical institutions are subject to approval from All India
Council for Technical Education (AICTE) for running the technical courses as per
the norms and standards prescribed in AICTE Approval Handbook.
(c): The All India Council for Technical Education (AICTE) had constituted a
Committee under the Chairmanship of Justice Srikrishna (former judge of Hon’ble
Supreme Court) to recommend the fee to be charged by the private technical
educational institutes in the country. The Committee recommended the upper limit
for tuition fee and other development fee to be charged by the institutions. The
Government has also directed all the state governments to ensure compliance with
the recommendations of the Fee Committee.
(d): University Grants Commission (UGC) and All India Council for Technical
Education (AICTE) have issued Public Notices bringing in public domain the status
of concerned institutions and cautioning the students not to get enrolled in such
institutions.
(e) & (f): The Government has enacted the All India Council for Technical
Education (AICTE) Act, 1987 empowering AICTE to provide affiliation to technical
institutions for regulating the growth of technical institutions.
