Question : Slaughter Houses

(a) the total number of registered/ licensed slaughter houses in each State/ Union Territory in the country;
(b) whether the Government has received any complaints against some of those slaughter houses and if so, the details thereof, State-wise;
(c) the action taken by the Government against such slaughter houses;
(d) whether there are certain unregistered slaughter houses running in various States of the country; and
(e) if so, the details thereof along with the action taken by the Government against such unregistered slaughter houses, State-wise?

(a) The issuing of licenses / registrations of slaughterhouses in the country are being done by the Food Safety and Authority of India (FSSAI) under the Ministry of Health & Family Welfare and as per information available in Food Licensing and Registration System (FLRS) with the FSSAI, 7,788 numbers of license / registration have been issued under the Food Safety and Standards Act, 2006 (FSS Act, 2006) for slaughterhouses annexed as ANNEXURE-I.

(b) to (e) As per Entry 18 of Twelfth Schedule (Article 243W) of the Constitution of India, regulation of slaughter houses and tanneries is in Powers, Authorities and responsibilities of Municipalities of the States. Further, the implementation and enforcement of FSS Act, 2006 and Rules and Regulations made there under primarily rests with the State/UT Governments. Regular surveillance, monitoring and inspection is undertaken by State/UT Governments under FSS Act , 2006 to check compliance of the provisions under FSS Act and Rules and Regulations made there under and in particular the provisions under sub-regulation 2.5 of Food Safety and Standards (Food Product Standards and Food Additives) Regulations, 2011 relating to standards for meat and meat products along with Schedule-4, Part IV of Food Safety and Standards (Licensing and Registration ) Regulations, 2011 relating to specific hygienic and sanitary practices to be followed by Food Business Operators engaged in manufacture, processing, storing and selling of Meat and Meat Products. Based on information made available with FSSAI by the States/UTs, details of food samples including meat and meat products received, analysed, found non-conforming and action taken during the year 2016-17 is annexed as ANNEXURE-II. However, separate data relating to enforcement activity in respect of meat and meat products /slaughter houses is not made available with FSSAI.
