Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the details of staff, both medical and non- medical, appointed on contract basis, outsourced under the National Rural Health Mission (NRHM) in the country, cadrewise and State/UT-wise including Telangana and Andhra Pradesh;
(b) the monthly expenditure incurred towards payment of wages to the aforesaid staff in the country, State/UT-wise; and
(c) the action taken by the Government to ensure their job security?

(a): The details are at Annexure –I.
(b): Expenditure incurred under different budget heads of National Health Mission (NHM) is compiled quarterly. Expenditure incurred towards payment of compensation to medical and non-medical staff, engaged on contract basis, under NRHM-RCH flexipool during 2014-15 and 2015-16 (upto Sep.’2015) quarter-wise and State/UT-wise is at Annexure-II.
(c ): Public Health being a state subject, all the administrative and personnel matters, including that of job security of staff under National Rural Health Mission (NRHM) falls within the purview of respective State/UT Governments. Under NRHM, the Union Government started providing financial support to States/UTs to strengthen their health systems including support for engagement of health workers on contractual basis. The support for new HR engaged under NRHM/NHM is for contractual staff only because the NRHM was approved only for a limited period. It was originally approved for a period till March 2012. The approval of NHM including the sub-Missions of NRHM and National Urban Health Mission (NUHM), is presently upto the end of 12th Plan, i.e., March 2017 only.
