Question : New Education Policy

(a) the details of New Education Policy of the Government and the time by which it is likely to
come into effect;
(b) whether the Government has further granted extention to K. Kasturirangan Committee
constituted for drafting New Education Policy for the country and if so, the details thereof ;
(c) the reasons for extending its tenure for the third time;
(d) whether the Government has finalised its draft and if so, the details thereof;
(e) the reasons for delay in finalising the said Policy; and
(f) whether the Government proposes to make it more job oriented to reduce unemployment
among highly qualified generation and if so, the details thereof?

(a) to (f): The Government is in the process of formulating a New Education Policy for meeting
the changing dynamics of the population’s requirement with regard to quality education,
innovation and research, aiming to make India a knowledge superpower by equipping its students
with the necessary skills and knowledge. Wide ranging consultations were undertaken at
multiple levels of online, expert/thematic and grassroots from village to State, Zonal levels as well
as at the National level. Initially, a Committee for Evolution of the New Education Policy was
constituted which submitted its report in May, 2016 and thereafter, the Ministry prepared ‘Some
Inputs for the Draft National Education Policy, 2016’. Both these documents are treated as inputs
for policy formulation. Suggestions and inputs have been received from various stakeholders such
as, individuals, organisations, autonomous bodies, Hon’ble MPs, GoI Ministries and State
Governments on various aspects of education. The exercise of preparing a New Education Policy
is still ongoing as the Committee for Draft National Education Policy under the Chairmanship of
Dr. K. Kasturirangan has been constituted. This Committee has also held consultations with
various stakeholders and cross-sections of the society. The issues of employability of students is
undoubtedly a critical one, which the Committee has considered. Consultations were held with
relevant stakeholders on this pertinent issue. In view of the voluminous quantum of suggestions
that this committee had to examine in the exercise of formulating a draft policy, it has taken a
longer time than initially expected Also, the procedural formalities involved in formal submission
of Final draft Policy has been time-consuming and hence the extension of time has been granted.
The Committee is now expected to submit its report by 31.08.2018.
