Question : Crude Oil and Natural Gas Production

(a) whether the production of crude oil and natural gas is lagging behind the requirement in the country and if so, the details thereof for the last three years along with plan prepared to deal with the said problem by oil companies including signed a Memorandum of Understanding with State Governments; (b) whether the oil, natural gas and petroleum products demand expected to triple by 2050, as analysed by International Energy Agency if so, the details thereof along with any plans chalked out by the Government to enhance investment in oil and gas exploration in order to boost domestic production to meet rising demand of oil, gas and other petroleum products in future; (c) whether the Government has prepared a road map for marketing of petroleum products in a competitive environment to ensure energy security and make India self-reliant in the exploration and production of oil and gas and if so, the details thereof; (d) whether there is decline in domestic production of crude oil and natural gas produced by upstream/private companies during the last three years and shows little sign of improvement during the current year and if so, the details thereof, private/public sector company/year-wise; and
(e) the details of domestic production and consumption of petroleum products including crude oil and natural gas produced by public and private sector companies during each of the last three years and the current year, Oil Marketing Companies (OMCs)/upstream companies/productwise including kerosene?

(a) to (d): In 2014-15, import dependency on crude oil and natural gas was 78.6% and 31.7% respectively. Exploration and production companies do not sign Memorandum of Understanding about crude oil and natural gas production with the State Government. Crude oil and natural gas production during last 3 years and current year is given in Annexure-I.
Demand for petroleum products and natural gas depends on a number of factors including economic growth rate, share of oil and gas in energy basket etc. With higher GDP growth rate, demand for petroleum products and natural gas is also expected to go up.
In order to accelerate the pace of exploration and production of oil and gas in the country, the Government has taken various policy initiatives which are as under:
? Government has approved Marginal Field Policy for monetisation of 69 discoveries.
? Appraisal of about 1.5 million sq. km un-appraised area of the Indian Sedimentary Basins.
? Re-assessment of Hydrocarbon Resources.
? Setting up of National Data Repository.
? Policy for exploration and exploitation of Shale Gas/Shale Oil resources by NOCs under the Nomination Regime.
? Policy for exploration in the Mining Lease (ML) areas after the expiry of exploration period.
? Offering of exploration blocks through bidding round.
? Policy on Non–exclusive Multi-client Speculative Survey for assessment of unexplored sedimentary basins.
? Policy frame work for relaxations, extensions and clarifications at the development and production stage under the PSC regime for early monetisation of hydrocarbon discoveries.
Most of the petroleum productions including petrol and diesel have been de-regulated and Oil Marketing Companies have chalked out their own strategies to market their products in a competitive environment.
(e): The details of domestic production and consumption of petroleum products produced by public and private sector companies during each of the last three years and the current year are given in the Annexure-II.
