THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE (SMT. PANABAKA LAKSHMI)
(a) & (b) Maternal Health and Child Health programmes are integral part of the Reproductive and Child
Health (RCH) Programme aimed at bringing down the maternal, infant and child mortality and morbidity
and improving health status of women and children. Under the RCH Programme, which is under
implementation in all States/Union territories of the country, a number of interventions are being
implemented. These are:
For Mothers:
1. Essential obstetric care including antenatal check-up, safe delivery services and post natal care.
2. Emergency obstetric care.
3. Provision of contractual staff like Laboratory Technician, Public Health Nurses and additional
Auxillary nurse and Midwife (ANMs).
4. Hiring of Anesthetists and Safe Motherhood consultants for provision of emergency obstetric
care and safe abortion services, etc.
5. Provision of drugs and equipment at sub-centers, primary health centers, community health
centers/first referral units.
6. A scheme for 24 hour delivery services at selected primary health centers and community
health centers.
7. Provision of funds for Referral transport for pregnant women belonging to indigent families,
through Panchayats.
8.Facilities and training for medical termination of pregnancies for safe abortions.
9.Prevention, management and control of Reproductive Tract Infections (RTI)/ Sexually Transmitted
Infections (STI).
10. Intensification of Information, Education and Communication (IEC) Programme for Maternal and
Child Health through the mass media as also decentralized local specific activities at the grassroots
level.
11. Involvement of NGOs in awareness generation and service delivery where government services
are not adequate.
12. Training of medical/paramedical and other services providers.
13. National Maternity Benefit Scheme
14. Training of Dais.
15. RCH Camps in remote and underutilized Primary Health Centers particularly in EAG States.
For Children:
1. Immunization against six vaccine preventable diseases.
2. Control of deaths due to diarrhoeal disease.
3. Control of deaths due to Acute Respiratory Infections.
4. Eradication of polio.
5. Prophylaxis against blindness due to Vitamin A deficiency.
6. New born care.
Traditional/Indegenous Systems of Medicine:
Government of India has announced National Policy on Indian Systems of Medicine & Homeopathy in
the year 2002 which envisages health care programmes for the society and also betterment of women and
children through Ayurveda, Unani, Siddha, Yoga & Naturopathy and Homeopathy (AYUSH).
1.Under Reproductive & Child Health (RCH) Programme,7 Ayurvedic drugs have been introduced in 9
States i.e, Himachal Pradesh, Uttar Pradesh, Uttaranchal, Rajasthan, Madhya Pradesh, Chhattisgarh,
Karnataka, Tamil Nadu and Kerala. 5 Unani drugs have been introduced in 4 cities i.e, Delhi, Aligarh,
Lucknow and Hyderabad.
2.Pilot Scheme on âHome remedies Kitâ based on Ayurveda, Unani, Siddha and Homeopathay medicines,
for supply of drugs to rural areas/ villages have been introduced in 100 villages of 21 States for 15 common
ailments which includes Mother & Child Health.
(c) A statement showing the expenditure incurred under the RCH Programme - state wise during the last 3
years is annexed. The information on actual numbers of women and children benefited during the last
three years is not available.
