Question : CARBON EMISSION



(a) whether as per the 2010-11 Economic Survey, India`s total carbon dioxide emission is four per cent of the global emissions;

(b) if so, the details thereof and the reasons therefor;

(c) whether according to such survey, it costs 2.84 per cent of the total GDP; and

(d) if so, the details thereof along with the action taken by the Government to reduce the emission level?

(a) & (b) The Economic Survey 2010-11 in its para 12.69 provided the Global Greenhouse Gas (GHG) emissions trends on the basis of a working paper published by the World Resources Institute. As per the working paper, total GHG emitted in 2005 was estimated at 44,153 Million Metric tons (Mt) Carbon di oxide (CO2) equivalents in 2005. The global emission grew by 12.7 per cent between 2000 and 2005, an annual average of 2.4 per cent. CO2 is the predominant gas accounting for 77 per cent of world GHG emissions in 2005 and India’s share stood at 4 per cent.

(c) & (d) In para 12.77 of the Economic Survey 2010-11, results of an analysis of schemes/ programmes of the Government that has substantial adaptation orientation was presented. The analysis indicates that India`s expenditure on these adaptation- related programmes with critical adaptation components has increased from 1.45 per cent of Gross Domestic Product (GDP) in the year 2000-01 to 2.84 per cent during 2009-10.

The Government is implementing the National Action Plan on Climate Change (NAPCC) which outlines India’s strategy to meet the challenge of Climate Change. Two of the eight National Missions i.e. National Solar Mission and National Mission on Enhanced Energy Efficiency relate to mitigation of emissions and include ambitious programmes aimed at generating solar power and conserving energy. Energy Efficiency mission envisages setting norms for achieving energy efficiency under perform, achieve and Trade Scheme. Further, public and private sector entities participate in the Clean Development Mechanism (CDM) of the Kyoto Protocol which helps in reducing emissions. These initiatives have the effect of reducing carbon emissions.
