(a) Beti Bachao Beti Padhao Campaign (BBBP) was launched by Prime Minister on 22nd January, 2015 at Panipat, Haryana. BBBP addresses the declining Child Sex Ratio (CSR) and related issues of women empowerment over a life-cycle continuum. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. The key elements of the scheme include nation-wide awareness and advocacy campaign and multi- sectoral action in selected 161 districts at present (list of 161 districts is attached at Annexure-I). The multisectoral action includes strict enforcement of pre-Conception & Pre-Natal Diagnostic Techniques (PC&PNDT) Act, Pre-Natal/ Post Natal care of mother, enrolment in schools, construction of girls toilets, community engagement and training etc.
(b) A statement regarding funds allotted/released under BBBP campaign since 2014-15 is annexed at Annexure-II.
(c) Under BBBP scheme, no such proposal is under consideration.
(d) No money from Nirbhaya Fund has been sanctioned for BBBP Scheme.
(e) & (f) BBBP aims to address the issues of declining Child Sex Ratio (CSR) and enabling Girl Child education. Towards this purpose, multi-sectoral interventions are carried out in selected BBBP districts. Apart from this, an awareness campaign is carried out for creating awareness and visibility about the criticality of the issue of declining Child Sex Ratio in the country. Since the scheme is received well in the 100 districts, the scope of the scheme has been further extended to 61 new districts. The overall objective of the Scheme is to improve declining Child Sex Ratio in the country and create an enabling environment for the education of girl child, which requires long-term attitudinal change. The Scheme is at a nascent stage of implementation and it’s too early to assess its impact at this stage. However, scheme has been received well and in the last two years, several local innovative interventions have been demonstrated by the districts with support from Departments of WCD, Health & Education. There is a strong emphasis on mindset change through training, sensitization, awareness raising and community mobilization on ground.
