Question : Pradhan Mantri Krishi Sinchayee Yojana

(a) whether the Government has launched Pradhan Mantri Krishi Sinchayee Yojana to benefit farmers in various States in the country including Maharashtra;

(b) if so, the salient features of the scheme and the details of the facilities provided to the farmers under the said scheme;

(c) whether drip irrigation based farming is being promoted under the said scheme, if so, the details thereof;

(d) whether the Government has conducted any review of the implementation of the said scheme, if so, the details of the outcome thereof State/Union Territory-wise;

(e) the time by which the said objective is likely to be achieved and the details thereof, State/Union Territory-wise;

(f) the details of the funds allocated by the Government and spent under the said scheme during the last one year and the current year; and

(g) the efforts made by the Government as on date to ensure water for each farm, State-wise?

(a) & (b): Yes, Madam. With the vision of providing end-to end solutions in irrigation supply chain, viz. water sources, distribution network and farm level applications, Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been launched with effect from 1st July, 2015. PMKSY has been formulated amalgamating ongoing schemes viz. Accelearated Irrigation Benefit Programme (AIBP) of Ministry of Water Resources, River Development & Ganga Rejuvenation; Integrated Watershed Management Programme (IWMP) of Department of Land Resources; and On Farm Water Management (OFWM) component of National Mission on Sustainable Agriculture (NMSA) of Department of Agriculture, Cooperation & Farmers Welfare. The scheme is being implemented across the country including Maharashtra.

(c): Micro Irrigation systems like Drip and sprinkler irrigation are being promoted under the Per Drop More Crop Component (PDMC) of PMKSY to improve water use efficiency. Besides, micro irrigation is also being promoted under Command Area Development and water Management Programme (CADWM) Scheme of ‘Har Khet Ko Pani’ component of the scheme.

(d): For effective implementation of the programme two national level committees namely National Steering Committee (NSC) under the Chairmanship of Hon’ble Prime Minister and National Executive Committee (NEC) under the Chairmanship of Vice Chairman, NITI Aayog have been constituted. Besides, a dedicated Mission has been established to address over all coordination and outcome focused monitoring of all components of PMKSY. A Council headed by Chief Executive Officer, NITI Aayog with representatives of all the concerned Ministries has been set up to look after overall implementation of works and policy matters. So far, two meetings of the National Executive Committee (NEC) and two meetings of the Council have been held.

In case of Accelerated Irrigation Benefit Programme (AIBP), States, namely, Gujarat, Maharashtra, Odisha, Punjab, Madhya Pradesh, Jharkhand, Chhattisgarh, Rajasthan, Karnataka, Andhra Pradesh & Telangana have performed better compared to others. The performance of Micro Irrigation is encouraging as the targets set for 2015-16 & 2016-17 have been surpassed.

(e): Mission mode approach for implementation of 99 prioritized projects under PMKSY (AIBP) and PMKSY (CADWM) is being adopted for completion in phases by December, 2019 to create additional irrigation coverage of 7.60 Million ha. area. Out of these, 26 projects are in Maharashtra.

(f) & (g): Central assistance of Rs.3307.86 crore under AIBP, Rs.853.954 crore under CADWM, Rs.148.01 crore under Surface Minor Irrigation (SMI) has been released to the States. Further, Rs.2514 crore was released to Polavaram project of Andhra Pradesh and NABARD has released Rs.3334 crore in respect of State Share for 6 states during 2016-17.

State share amounting to Rs.1547.21 crore and Rs.762.49 crore in respect of Maharashtra and Gujarat respectively for 2017-18 has been sanctioned and recommended to NABARD. Further, budget provisions of Rs.450 crore has been kept during 2017-18 for Surface Minor Irrigation (SMI) and Repair, Resoration & Renovation (RRR) of water bodies components of PMKSY.

Central Share of Rs.1991.17 crore has been released to States under Per Drop More Crop (PDMC) component of PMKSY during 2016-17. A budget provision of Rs.3400.00 crore has been made for 2017-18 under PDMC component, against which Rs.1378.20 crore has been released so far.

Central Share of Rs.1471.73 crore has been released under Watershed Development component of PMKSY during 2016-17. A budget provision of Rs.2045.47 crore has been made for 2017-18 under Watershed Development component against which Rs.412 crore has been released so far.

The details of fund released to States during 2016-17 by the respective Ministries/Departments for implementation of various components of PMKSY is given at Annexure-I.
