Question : Medical Assistance in Trains

(a) whether the Supreme Court had directed railways to make available oxygen cylinders and other medical assistance to needy passengers in trains;

(b) if so, the present status of providing medical assistance in trains to needy passengers;

(c) the number of onboard passengers fatalities reported in trains in the past three years and the details of help provided to them; and

(d) the steps taken by the Railways to strengthen its emergency healthcare services in all the trains?

(a) & (b): Yes, Madam. Hon’ble Supreme Court in Civil Appeal No. 3224 of 2006 had directed that oxygen cylinders be provided in all trains. Further, the Hon’ble Supreme Court had directed that a Committee of experts be constituted at All India Institute of Medical Sciences (AIIMS), New Delhi for recommending the medical facility in trains and

at stations for rendering emergency medical care to passengers. All the recommendations of the Committee have been implemented in Railways.

(c) : On-board passenger fatalities reporting during last three years was 1678. In all the cases dead bodies were handed over to Government Railway Police (GRP) as per laid down procedure and families were provided all possible assistance.

(d) : All the recommendations of the Committee have been implemented which includes modified First Aid Boxes containing wide range of life saving medicines and materials required for rendering First Aid, provision of oxygen and training of front-line staff in rendering First Aid.
