Question : Night Schools

(a) whether it is a fact that the Government is considering providing better facilities in night schools and if so,
the details thereof;
(b) whether it is also fact that the Government is considering probing the conditions of the night schools and if
so, the details thereof; and
(c) the steps taken/proposed to be taken by the Government to improve the same?

(a): The Right of Children to Free and Compulsory Education (RTE) Act, 2009 became operative with
effect from 1st April, 2010 and norms of Sarva Shiksha Abhiyan (SSA) have been revised to conform with
provisions of RTE Act. Section 4 of the RTE Act provides for special training for age appropriate
admission of out of school children, who are subsequently to be mainstreamed in formal schools in age
appropriate class.
SSA supports interventions to target universal access and retention, bridging of gender and social
category gaps in elementary education, and achieving significant enhancement in learning levels of all
children. Accordingly, the allocations as per the programmatic and financial norms of SSA are made to
States & UTs based on their Annual Work Plan & Budgets (AWP&B). As education is in the concurrent
list and a majority of schools are under the jurisdiction of the State Governments and UT Administrations
therefore, making necessary provision of schooling is primarily their responsibility. The question of better
facilities for night schools will arise as and when such proposals are forwarded by the State/UT
Governments. Since the implementation of RTE Act, no State or UT has submitted a proposal for the night
schools, and this Department is currently not supporting any night school.
